Why do I need to avoid cow's milk if I am only sensitive to one component of milk, beta-casein?

Cow's milk protein will eventually be enzymatically broken down into peptides, including beta-casein. Therefore, when you are sensitive to beta-casein, the most conservative approach is to eliminate all cow's milk foods, even when not sensitive to whole cow's milk protein.
