Low 5-HTP accompanied by a high level of serotonin can occur when somebody is taking certain medications that increase serotonin availability in the nervous system. This scenario can also occur when there's slowed/low levels of MAO or SERT activity. Consuming foods that are high in serotonin (pineapple and nuts), can also contribute to increased levels on the urine test. Other factors contributing to elevated serotonin include high protein consumption, regular exercise, massage therapy, mood induction, over the counter supplements, and exposure to bright light.
